San Antonio International Airport: Noise Mitigation

THC was contracted in 2005 as the Prime Consultant to develop and implement the nation’s first and only Design-Build method for an airport Residential Sound Insulation Program. THC served as the bonded General Contractor and managed the Design, Bid, and Construction processes. Unique among airport sound insulation programs, THC managed the ordering and warehousing of acoustic products, including inspection of custom products, repair of product damaged during shipping, assisting local contractors with packaging product for transport to the jobsite, and training contractors for product installation. THC also managed “Contractor Night” which enabled homeowners to interview and select three local contractors to bid on their home. A 1,500 s.f. product showroom allowed homeowners to see available acoustic products installed on typical exteriors (brick, siding, stucco) to help them envision the installed product on their home. With an emphasis on homeowner satisfaction and DBE participation, the full implementation included the acoustical treatment of 1,582 single-family dwellings, five (5) large apartment complexes with 1,399 units, and three (3) condominium complexes with 330 condos. The program was completed in April 2020.
Acoustical treatment included the replacement of exterior windows and doors with custom-built acoustic products, and, if required, the addition of attic insulation. From the program’s inception, THC regularly conducted an aggressive contractor outreach program designed to provide opportunities to small, local, residential contractors. These outreach sessions and the subsequent evaluation and training process resulted in the pre-qualification of 25 general contractors, including several DBE general contractors. THC maintained a DBE participation rate of 43% or more, easily exceeding the 29% program goal.
Throughout the program, the homeowner satisfaction rate held steady at 98.5%. The rate was determined using a survey mailed to the homeowner after construction was completed. The survey evaluated the homeowner’s satisfaction with the THC Design team and the Contractor.
Key West International Airport: Residential Noise Insulation Program

THC has worked on the Key West Noise Insulation Program (NIP) since 1998, first serving as a sub-consultant providing property owner liaison services. The firm has been the prime Project Management consultant since 2003 and managed all successive phases. To date, THC has completed the insulation of 294 single-family homes and 185 condominiums at Key West By The Sea. The firm is currently procuring product for 10 single-family homes which will start construction in January 2025. Additional properties potentially eligible for insulation under the current contract include 53 single-family homes, multi-family homes, townhomes, two residential buildings at a Catholic Charities facility, and five buildings at Grace Lutheran Church and School.
Tasks performed by THC staff include public information workshops, property owner interviews, attendance at architectural assessments, presentation of treatment recommendations, clarification of avigation easement documents to property owners, assisting the architect with quality assurance, reviewing of bid specifications, attending contractor walk through and final inspections, monitoring of construction activities, parcel file maintenance, mailing of property owner exit questionnaires, and distribution of warranty manuals to property owners. Other duties included scheduling the home visits of all subcontractors, mailing program information to possible participants, and monthly program updates for airport staff.

Alexandria, LA:12 buildings and eight Group homes at St. Mary’s Training School were treated. In addition, a Detention Facility, Office Building, Girls Home, and Boys Home at the Renaissance Homes for Youth were insulated.
Columbia Metropolitan Airport: 2008 – 2009
Columbia, SC: Structures treated include 33 Single-family homes, 40 Townhomes, and a Daycare Center.
Orlando International Airport: 2004 – 2006
Orlando, FL:24 Single-family homes and one Elementary school were treated.
Tallahassee Regional Airport: 1999 – 2007
Tallahassee, FL: THC managed three mitigation options offered to 218 eligible participants. 92 Single-family homes and a Mobile home park with 113 homes were acquired, and only four Single-family homes were treated. Of special note, THC managed the live auction of 65 Mobile homes abandoned by their owners.
Palm Beach International Airport: 2000 – 2003

Indianapolis, IN: As a sub-consultant to the prime design firm, THC provided Homeowner Agent services for the acoustical treatment of 155 Single-family homes.
General Mitchell International Airport: 1994 – 2005
Milwaukee, WI: In this multiple-option mitigation program, 1,440 Single-family homes, 500 apartment units in 47 buildings, one Daycare Center, one Nursing home, and four Elementary schools were acoustically treated. 78 Single-family homes and 30 vacant properties were acquired.
