Joe A. Carroll, President
With a 40+ year career span dedicated to managing land acquisition projects and noise mitigation programs, Mr. Carroll founded THC with a genuine interest in improving the lives of those adversely impacted by uncontrollable factors such as airport noise, expansion of highways and airports, natural disasters and the advancement of facilities for the overall good of the public. He began his career as the Land Acquisition Manager for Hartsfield-Jackson Atlanta International Airport (H-JAIA). After serving six years with H-JAIA as the Noise Program Manager, Mr. Carroll worked as a consultant with an engineering firm before establishing THC in 1994.
As a consultant, his professional experience includes clients such as airports (Charlotte-Douglas, Austin-Bergstrom, San Antonio, Dallas-Ft. Worth, Hartsfield-Jackson Atlanta), cities (Atlanta, Charlotte, Rocky Mount), state departments of transportation, developers and local governments.
Mr. Carroll’s career path has led him to develop a comprehensive knowledge for proper design of implementation procedures for successful results. Mr. Carroll has a Bachelor of Business Administration with a minor in Real Estate and is a member of several professional trade organizations. He regularly delivers presentations and instructional guidance on airport noise mitigation and land acquisition topics at national and international conferences.
Guided by established management values and sound financial principles, Mr. Carroll monitors all THC projects daily and contributes his knowledge and experience to the processes employed by his staff.
