ATHENS, GA, March 30, 2021 – – THC, Inc., in partnership with HNTB and North Perimeter Contractors, was awarded the First-Annual Georgia Partnership for Transportation Quality Right of Way Acquisition Award for work on the Transform 285/400 Highway Project. The project’s improvements are designed to reduce traffic congestion and improve safety in the area surrounding the complex I-285/SR 400 interchange in metro Atlanta.
Transform 285/400 was the Georgia Department of Transportation’s (GDOT) first Alternative Delivery (P3) Project to procure right of way during pre-let and post-let by GDOT and the Design-Build Team, respectively. Working in collaboration with GDOT, the THC/HNTB/North Perimeter Contractors team delivered the necessary right of way parcels ahead of schedule to enable construction to start early, reduced the project footprint, which resulted in cost savings, and developed the e-Builder Right of Way module for use on all GDOT Design-Build projects. With construction ahead of schedule, the project will provide a transportation corridor with long-term benefits to stakeholders and the traveling public.
The American Council of Engineering Companies of Georgia (ACEC Georgia) and the Georgia Department of Transportation (GDOT) announced their annual Georgia Partnership for Transportation Quality (GPTQ) Preconstruction Design Awards during the 26th Annual Georgia Transportation Summit held March 30, 2021. The GPTQ Preconstruction Design Awards recognize the commendable work performed by engineering teams and transportation firms on transportation and infrastructure projects across Georgia.
Selection to the 2020 Georgia Partnership for Transportation Quality Right of Way Acquisition Award recognizes projects with significant achievements in the successful acquisition and clearance of all properties and rights necessary for construction purposes. The selection was based on the following criteria:

This win is a result of teamwork, innovation, and commitment by the team to acquire the necessary parcels in a timely manner while meeting the needs of the Contractor, GDOT, and affected property owners. We want to offer Special Thanks to GDOT’s ROW Project Manager, Art Buckley, along with HNTB ROW Manager, Phil Copeland, and former HNTB ROW Project Manager, Teresa Smith, who were instrumental in identifying and developing processes and procedures to ensure efficiency, effectiveness, and compliance were incorporated to create a cooperative atmosphere for this unique endeavor.”
